How to build water partnerships

What makes a successful public-private partnership (PPP) in water supply and sanitation? Since 2002 the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO), in a partnership with the insurance company Swiss Re, have been exploring what new instruments are required to promote overall sector development. The partners held a high-level conference in Switzerland in 2002 and followed these up with interviews, multi-stakeholder workshops, expert consultations and regional discussions to identify the most pressing needs. Experience demonstrates the need to focus on good governance as a decisive element for successful change and sustainable PPPs. The Policy Principles and Implementation Guidelines first issued in 2005 as a living series of documents (being continually updated) acknowledge that while policies may be adapted gradually in the public service, in a PPP the «rules of the game» need to be set from the start.
